The Food Facility Plan Check & Construction program reviews the design plans for all new and remodeled food facilities within Orange County to ensure that food facilities are constructed in accordance with county health requirements.

If you are going to build a new food facility (any type of business that offers, sells, or serves food), or remodel an existing food facility, three sets of detailed plans must be submitted and approved prior to the start of any construction and a plan check fee must be paid at the time of submission. Plans will be accepted between the hours of 8:00 am and 4:00 pm at 1241 E. Dyer Road, Suite 120, Santa Ana. Plan check staff are available to discuss the requirements and procedures related to remodeling or constructing a new food facility. For more information, please call Plan Check at (714) 433-6074.

The following are examples of food facilities that need to submit plans: Restaurants, markets, bakeries, bars/taverns, school cafeterias, meat/fish markets, liquor stores, convenience stores, food warehouses, commissaries, processing plants, and hospital kitchens.

Food vehicles (trucks and carts) are also required to submit plans and obtain approval. For more information on the requirements for vehicles, please visit our Food Vehicle page.
